NMFS has received a request from the Navy and other Action Proponents for incidental take regulations and letters of authorization to govern the take of marine mammals incidental to military training and testing activities in the Hawaii-California Training and Testing Study Area from December 2025 through December 2032. Public comments are being solicited on the proposed rule.

BIS amends the EAR by adding 32 entities to the Entity List under various destinations, including 23 from China, for acting contrary to U.S. national security or foreign policy interests. It also revises an entry for Russia and corrects typographical errors for 27 existing entries.

NHTSA proposes to recalibrate the CAFE program by amending fuel economy standards for MYs 2022-2031, basing them solely on gasoline and diesel vehicles, and excluding EVs, plug-in hybrids' electric operation, and credits for air conditioning and off-cycle technologies.

This proposed rule would revise the IPPS for acute care hospitals, update GME for teaching hospitals, update LTCH PPS payment policies and rates, and update requirements for quality programs.

The Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding 12 entities to the Entity List, with 11 in China and 1 in Taiwan, determined to be acting contrary to U.S. national security or foreign policy interests.
